Talk contents seem fine, but it might be too basic

Approve, leaning towards Unsure. Giving the audience a good overview of the FOSS ecosystem/history is definitely valuable but it's risky to promote a speaker if we aren't sure of whether or not they have long-lived hands-on experience in the FOSS community.
